It is more than a simple transfer of words into a new format. The process should allow for the materials to become thoroughly "localized", or adapted to a particular culture's language and culture. In the end, it should not feel like a foreign document that was translated, but instead it should feel like it originated in the new language.
The initial work to get the process set up is worth it, as the final product is much cleaner, accurate, and culturally relevant.
